- "http://www.ec.gc.ca/" The Department of Environment was created in June 1971, following the proclamation of the Government Organization Act (GOA) 1970. Known now as Environment Canada (EC), the Department was created by amalgamating various entities within the federal government that were responsible for the natural environment. The duties, powers and functions of the Minister of the Environment extend to and include: - all matters over which Parliament has jurisdiction not otherwise assigned to other federal departments, boards and agencies relating to: * the preservation and enhancement of the quality of the natural environment, including water, air and soil; * renewable resources, including migratory birds and other non- domestic flora and fauna; * water; * Meteorology; * the enforcement of rules and regulations made by the International Joint Commission relating to boundary waters, and questions arising between the United States and Canada insofar as they relate to the preservation and enhancement of the quality of the natural environment; * the co-ordination of the Government of Canada respecting the preservation and enhancement of the quality of the natural and built environment; * the protection and presentation of national parks, national marine parks, national historic sites, historic canals, co-operative heritage areas and Canadian heritage rivers; and * the National Battlefields Commission. - other matters over which the Parliament of Canada has jurisdiction relating to the environment and that are by law assigned to the Minister. The Department's mandate includes the administration of 18 federal Acts as well as particular responsibilities provided for in Acts assigned to other departments and agencies. The Department carries out programs designed to: - provide Canadians with environmental information in the public interest; - ensure the wise management and use of renewable resources; - promote the establishment or adoption of objectives or standards relating to either environmental quality of the prevention or control of pollution; - ensure that new federal projects, programs, and activities are assessed early in the planning process for any potentially adverse effects on the environment; and - protect and present nationally significant natural and cultural heritage resources. Environment Canada administers three programs: * Environmental Services * Parks * Administration Environmental Services provides information on weather, climate, ice, sea-state and air quality. It promotes the conservation and protection of inland waters, lands and wildlife, and develops preventive or corrective measures for maintaining and improving environmental quality. The branches are: - Atmospheric Environment Services (AES) with groups such as, Atmospheric Research, the Canadian Climate Center (CCC) and Weather Services. - Conservation and Protection (C&P) with groups such as, Environmental Protection, Inland Waters (IW) and Canadian Wildlife Services (CWS). Parks establishes, develops and manages national parks, national marine parks, national historic sites, historic canals, co-operative heritage areas and Canadian heritage rivers. The branch is: - Canadian Parks Service (CPS) with groups such as, National Parks and National Historic Parks and Sites. Administration provides corporate management, strategies, policy and planning; guidance on priority issues; and corporate finance, human resources and administrative support services to the Department. It also includes the administration of the Environmental Assessment and Review Process. The branches are: - State of the Environment Reporting (SOER) - Education and Communication (E&C) - Finance and Administration - Policy with groups such as, Environmental Stewardship and Green Plan Implementation.
